7th Pay Commission: Indian Railways' gift for its retired employees or pensioners

Indian Railways has announced a big 7th pay commission based gift for its retired employees. The Railway board has decided to revise the pension amount of those railway employees who retired before 2006. This will cover those pensioners who were getting pension under the pay scale of Rs 6500-10500 according to the 5th Pay Commission. The revision is effective from January 1, 2016. Notably, Central, Railways and state employees are getting the 7th Pay Commission benefits from 2016. Harishankar Tiwari, Assistant Secretary General of All India Audit and Accounts Association, told Zee Business online that the government has implemented it in all departments, and it will mainly benefit those pensioners, whose last drawn salary was below Rs 17,000 when they retired.

Under this order, the grade pay of Rs 4600 has been considered as Corresponding Grade Pay. The Department of Personnel has also released the Concordance Table of the revised pension that states that the grade pay prescribed for pension / family pension in the Sixth Pay Commission was Rs 4200, and the same has been increased, besides giving the revised pension. The Central government has recently cleared the way for promotion of the officers of Department of Posts under the Modified Assured Career Progression Scheme (MACPS) under the aegis of 7th pay commission. Initially, Inspectors / Assistant Supervisors appointed before January 1, 2016 under grade pay 4800 will have this advantage. Their salaries will increase by about Rs 6000 after their promotion. According to HS Tiwari, the government has issued a clarification saying that these officers should get promotions although the final order has not yet been issued. Under the 7th Pay Commission, the basic salary of officers with grade pay of Rs 4800 will be hiked to Rs 56100 per month after promotion, along with hike in their Dearness Allowance (DA) and Travel Allowances (TA). Under the 7th Pay Commission, the Modified Assured Career Progression Scheme (MACPS) was brought stating that there will be no annual appraisal or increment of those central government employees, whose performance has not been good. The employees of Class III and Class IV are irked over this development as this promotion system will scuttle the promotion of those employees who were not up to the mark.

7th Pay Commission: Pensioners to benefit under this payment system

The retired and soon to retire government employees often run from pillar to post to try and get the money that they have earned or is due to them from the Centre. With the 7th pay commission report rolling out a comprehensive system, this issue is being sorted out. The Centre is working on it to get rid of these problems. Recently, the government decided to digitize the entire system of pension payment with the Electronic Pension Payment Order (e-PPO). It will be issued to pensioners as the complete information of any pensioner's account will be easily shared between the Banks, Central Pension Accounting Office (CPAO) and Pension and Accounts Office (PAO).

According to the order issued by Ministry of Finance, e-PPO i.e. Electronic PPO will be sent to banks and pension software of the banks will also be updated soon. The manual PPO booklets will also be sent to the banks to avoid initial problems. The order stated that only the information given in the PPO booklet will be considered correct in case of any mistakes found in the PDF files.
