7th Pay Commission: Lok Sabha Elections 2019 are just a few months away and the Centre is facing a tough task to appease its employees who have been at the loggerheads with the government over issues like 7th CPC fitment factor hike and restoration of the old pension scheme. Though the central employees have not even received a word from the authorities with regards to a hike in the fitment factor, the Centre has made some significant changes in the National Pension System. While the central staffers await a hike in pay, a section of the emloyees is now fighting for the incentive bonus.

Taking into consideration the 7th Pay Commission recommendations, the Railway Board has proposed changes in the Hourly Rates of Incentive Bonus.  "An hourly rate is not DA linked. Thus, the Committee held that it be treated like fixed allowance that is different for various categories of staff and thereafter apply the rationalization factor of 0.8 as envisaged in the 7th CPC recommendations. Thus, the Revision Factor would come, to 2.25 x 0.8 = 1.8. Thus the Comitlitte reposes that the hourly rates 'to' be' fixed at revised 1.8 times the earlier rate," said the board in a notification. 7th Pay Commission: However, the modification has not gone well with the All India Railwaymen's Federation. AIRF General Secretary Shiva Gopal Mishra wrote to the Secretary, Railway Board citing that treating 'Hourly Rates of Incentive Bonus' as an allowance. "Board must relook the name of this scheme, ie "Hourly Rates of Incentive Bonus", and not at all an Allowance, and basics of any scheme cannot be unilaterally changed. In spite of our continuous efforts, Hourly Rates of Incentive Bonus Formula was diluted from the mean of the pay-scale to minimum of the pay scales as also drastic cut in the allowed time, ignoring ILO norms many times," he said. (Reuters)

7th Pay Commission: Shiva Gopal Mishra cited a meeting of the committee to discuss the issue saying that the AIRF will not accept this proposal. "AIRF will not tolerate any further dilution, and to view as an Allowance, quoting irrelevant 7th CPC recommendations since it cannot be termed as an 'Allowance', and proposals of the Railway Board, send to this office, vide Board's letter referred to above, is not acceptable to AIRF," he added. (PTI)

7th Pay Commission: In another development, media reports have claimed that the Centre may not hike the fitment factor and will go with a hike in the Dearness Allowances to appease the central government employees.
